So here you have, like in many other countries also, a second chamber that does things like, impeach a misbehaving president, confirm cabinet secretaries and judges, confirm some military personnal and other officials; it ratifies international treaties, and, - here is my problem - has to approve each and every federal piece of legislation that is being considered to become law in the US.</b></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style="font-family:sans-serif;"><b><br /><span style="color:#990000;">Das jetzige Gezänk im amerikanischen Kongress (Parlament) über eine Gesundheitsreform hat mich dazu veranlaßt mal über die Rolle des amerikanischen Senates nachzudenken. Well - it is because a bill only becomes law if both chambers (the US Senate and the US House of Representatives) agree on the exact text in a given proposed bill. If they disagree, even if only on one small point, it goes to a conference committee of both houses, and if they cannot compromise, the bill is dead and will never see the light of day.</b></span><br /><span style=" ;font-family:sans-serif;font-size:small;"><b><br /></b> <b><span style="color:#990000;">So, warum hab ich ein Problem damit? Naja - weil ein Gesetz nur dann in Kraft treten kann wenn beide Kammern (also das US Repräsentantenhaus und der Senat) über den genauen Text übereinstimmen. Wenn sie sich nicht einige sind, auch wenn es nur ein einziger wunder Punkt ist, dann geht die Vorlage zum Vermittlungsausschuß, und wenn die sich nicht einigen können, dann ist das Gesetz vom Tisch.</span></b></span><br /><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;"><br /></span> </b><b>Well, as one should knows, the US Senate has 2 (two) representatives from each state. The US has currently (since 1959) 50 states, therefore there are 50x2=100 Senators in the Senate. So far so good. - In the House of Representatives there are currently 435, with California, the most populous state, having 53 representatives. Wyoming only has one representative (but two senators).</b></span><span style="font-family:sans-serif;"><b><br /></b></span><br /><span style="font-family:sans-serif;"><b><span style="color:#990000;">Wie man wissen sollte gibt es im US Senat zwei Senatoren für jeden Staat. In other countries, like in Germany (where I grew up & which system I know ), the second chamber is called the Bundesrat, and it has "Senators" from each German state. Not just 2, but roughly proportionate to the population size in the state. Furthermore the German "Senate" only has the right to hear bills that affect the German states (like bills that would impact their finances, or territory, or constitutional rights) Thus only about 55% of all bills do go to the German upper chamber for approval. </span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style="font-family:sans-serif;"><b><br /></b></span><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Ich habe garkein Problem mit den anderen Verpflichtungen des US Senates, ausgenommen daß jedes Gesetz von beiden Häusern verabschiedet werden muß. In anderen Ländern, wie z.B. Deutschland (wo ich geboren wurde, und wo ich das System etwas kenne), hat die zweite Kammer (der Bundesrat) wie in USA "Senatoren" aus jedem Land; nur sind es nicht nur zwei, sonder mehrere ungefähr proportional zur Einwohnerzahl im besagten Bundesland. Außerdem hat der deutsche "Senat" nur das Recht über Gesetze zu entscheiden die die einzelnen Länder betreffen, z.B. wenn es um die Finanzen, oder das Gebiet, oder um Hoheits- oder Verfassungsfragen geht. So stimmt der Bundesrat nur über etwa 55% der Gesetze aus dem Bundestag ab.</span><br /></b> <b><br />Other countries who have two chamber systems work similarily, but most have a system where the second chamber only approves or vetos a given legislation, seldom amends it. Often the best they can do is to delay a bill for a short time, by sending it back to the lower house for a second reading as it is called (meaning a second vote). Mostly the objections by the upper house are minor and are incorporated into the final bill, when it is voted on again by the lower house.</b></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style="font-family:sans-serif;"><b><br /></b></span><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Andere Länder haben auch zwei-Kammer Systeme die ähnlich arbeiten, aber bei den meisten Ländern hat die zweite Kammer nur beratende Funktionen, sie stimmt zu oder sie legt ein Veto ein, selten werden Änderungen oder Gesetze direkt von der 2. Kammer initiiert. Meist können Gesetze nur verzögert werden indem sie in das erste Haus zur Wiederabstimmung geschickt werden, und oft sind die Vorschläge von der 2. Kammer minimal und werden in das geänderte Gesetz eingegliedert. </span><br /></b> <b><br /></b><b>Why do I have a problem with the US system? I feel that the majority of the legislative power should lie with the lower house (in the US that is the House of Representatives). Here each area of the US elects a representative. States with many people, send many represenstatives. It is representational (as the name suggests).</b></span><br /><span style="font-family:sans-serif;"><b><br /></b></span><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Warum habe ich Bedenken bei dem amerikanischen System? Ich meine daß die Mehrheit der Gesetzesvorlagen von der Abgeordneten Kammer (also dem Unterhaus) kommen sollten. In dieser Kammer sind die Leute proportional gemäß der Bevölkerungszahl gewählt worden. Staaten mit vielen Leuten kriegen viele Abgeordente. But when a state like California only has 2 senators but 70 times the population of Wyoming, or a state like Texas which is nearly 3x the size of Wyoming, also only having two, - then I feel the power of decision making is skewed badly. On top of that, there is the fact that (sorry Wyoming for always harping on you) rural states usually have a population on one side of the political spectrum, and large population centers usually lean towards another side politically. (Didn't I phrase that very diplomatically?) - it becomes clear (to me anyway) that there is a bias in this system.</span><br /></div></span></div></div></b></span><div style="text-align: center;"><span class="Apple-style-span" style="font-family:sans-serif;"><b><br /></b></span></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Aufsicht über das Unterhaus ist eigentlich gut, im Prinzip. Aber wenn ein Staat mit der Bevölkerung von Kalifornien die 70 mal größer ist als die in Wyoming nur 2 Senatoren stellt; oder Texas daß fast 3x größer als Wyoming ist auch nur 2 bekommt, dann finde ist das Machtverhältnis hier etwas aus den Fugen geraten. Obendrein muß man dann noch beachten (Tut mir Leid Wyoming daß ich hier dauernd auf dir rumhacke) daß in ländlichen Gegenden die Gesinnung oft in eine Richtung der politischen Landschaft geht, und in städtischen Ballungsgebieten oft in die andere. (Hab ich mich da nicht schön diplomatisch ausgedrückt?) - Dann wird es schnell klar (mir jedenfalls) daß hier das System etwas schief liegt.</span><br /></b> <b><br /></b><b>So, it appears the luck of statehood seem to have a definite weight in the political power of the Senate. Wyoming has approx. 520,000 inhabitants, is a state, and therefore has two senators, but only one single member in the House. - Washington D.C. is slightly bigger in population at 590,000, but since it is not recognized as a state, has zero senators looking after their citizens needs. - Even worse, Puerto Rico, also not a state but only a Commonwealth (like Massachusetts, which is a state?), has nearly 4 Million inhabitants but zero Senators. Fair?</b></span><br /><span style="font-family:sans-serif;"><b><br /></b></span><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">So, es scheint also hier der Fall zu sein daß der Zufall der Staatenbildung hier ein erheblichen politischen Wert im Senat hat. Außerdem noch: Wenn Wyoming mit knapp 520000 Einw., als Staat, zwei Senatoren beanspruchen kann, aber die Hauptstadt Washington D.C. mit über 590000 Leuten, aber als Staat nicht anerkannt wird, keine Senatoren hat die ihre Einwohner vertreten. - Oder noch schlimmer, Puerto Rico, auch keine Staat, mit fast 4 Millionen Leuten, ist auch nicht im Senat vertreten. Gerecht?</span><br /></b> <b> </b><br /><b>For the sake of argument lets assume, California (as was seriously suggested on more than one occasion) splits into two or even three states. Bingo in the Senate!! - Or take this even further, consider the Grant and Fair State of San Francisco, just a few square miles at the tip of a Californian peninsula, 700,000+ people, probably 2 representative, and of course 2 senators. I am joking of course, but it does iluminate the point. "Statehood" to me it seems, could be very desirable if one looks at the grid-lock that often enough has afflicted Congress in the past.</b></span><br /><span style="font-family:sans-serif;"><b></b></span><br /><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Als Beispiel wollen wir mal annehmen, daß Kalifornien (was es schon mehrmals in seiner Geschichte versuchte) sich in zwei, vielleicht sogar drei Staaten teilt. Und schon hat man einen Riesenvorteil im Senat. - Oder man könnte noch einen Schritt weiter gehen, was wenn, die schöne und berühmte Stadt San Francisco, auf ein paar Quadratkilometer am Ende einer Halbinsel in Kalifornien gelegen, sich als Staat deklarien würde. Wahrscheinlich bekämen die 2 Abgeordnete im Unterhaus, und natürlich auch 2 im Senat. - Das war natürlich nur ein Scherz, aber es unterstreicht mein Argument sehr schön. Also ein Staat zu sein schein politisch gesehen sehr interessant zu sein. Besonders wenn man das dauernde "Patt" sieht wo das amerikanische Parlament so oft drin steckt.</span><br /></b> <b></b><br /><b>Well, some say it is tradition. Granted it is, but so, at one time, was the requirement to have a person with a red flag walk in front of a horseless carriage. Not something you want to practice in a world of power-cars and freeways. </b></span><br /><span style="font-family:sans-serif;"><b><br /></b></span><span style=" ;font-family:sans-serif;font-size:small;"><b><span style="color:#990000;">Manche sagen es ist halt Tradition. Naja, das stimmt schon, aber es war auch Tradition das man Jemand mit ner roten Fahne vor dem Oldtimer hat herlaufen lassen müssen. Keine so gute Idee mehr heutzutage mit Autobahnen und schnellen Flitzern.</span><br /></b> <b><br /></b><b>So, today one single Senator can wield a tremendous amount of power, and, if you ask me, improportionately so. The voice of the majority seems to be </b><span style="-webkit-border-horizontal-spacing: 2px; -webkit-border-vertical-spacing: 2px; border-collapse: collapse; line-height: normal;font-family:arial, sans-serif;font-size:small;"><b>adversely </b></span><b>impacted by this power. - These days with the health care issue on the table, the House already, with a due majority, voted and approved a bill. But the Senate, with their odd "Filibuster" rule, is depending on one independent (now very powerful) senator, to override the marathon talking procedure called the filibusters - (but that would be a topic for another blog ;-) </b></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style=" ;font-family:sans-serif;font-size:small;"><span style=" font-weight: bold;color:#990000;"><br />Heute kann ein einzelner Senator hier eine ungeheurere Macht ausüben, und wenn ihr mich fragt, ist diese Macht unproportional zu seinem Recht seinen Staat vertreten zu dürfen. - Heutzutage während der Gesundheitsdebatte, wo das Unterhaus schon ein Gesetz, mit der nötigen Mehrheit verabschiedet hat, ist ein einziger Senator in der Lage seinen Willen durchzusetzen, weil er das Zünglein an der Waage ist. Und die haben hier eine sehr eigenartige Regelung, genannt "Filibuster" wo jeder Senator so lange reden und schwafeln kann wie er will. Man muß eine 60% Mehrheit haben um ihm den Mund zu verbieten (die Regelung wäre vielleicht Stoff für einen anderen Blog). Auf jeden Fall, die Mehrheitsverhältnisse im Momente sind so, daß ein einziger Senator an dieser 60%Grenze sitz, und der nützt das natürlich herrlich aus.</span></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style=" ;font-family:sans-serif;font-size:small;"><span style="color:#990000;"><b><br /></b></span><b>What to do? -- Well, I don't think that those in power (in this case our beloved Senators) will give up their powers in favor of a more represenational system willingly or easily. -- Maybe a constitutional movement should be started to have only bills that directly affect the states be "approved" by the Senate. That would mean the Senate cannot create their own versions of a bill, and than haggle over every comma in a conference meeting. And if they veto a piece of House legislation, then the veto can be overriden by the House. Like a presidential veto can be overridden today. -- On the other hand constitutional amendment don't work to well in the US, women's equality being a prime example. -- Just my thoughts. Just one idea of many.</b></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style=" ;font-family:sans-serif;font-size:small;"><b></b><b><br /></b><span style=" font-weight: bold;color:#990000;">Was kann man tun? -- Naja, ich glaube nicht das die heutigen Senatoren ihre Macht freiwillig und leicht abgeben. -- Vielleicht sollte man eine Verfassungänderung anstreben, daß nur bestimmte Gesetze, nämlich nur wo die Staaten direkt berührt sind vom Senat abgesegnet werden müssen. Oder man führt ein daß der Senat nur ein Veto einlegen kann, aber keine eigenen Vorlagen einbringen kann. Und dann müsste man auch einführen daß das Repräsentantenhaus das Veto des Senates überstimmen kann. So wie das bei einem Präsidentenveto auch in den Regeln steht. -- Auf der anderen Seite Verfassungsänderungen in den USA funktionieren nicht so gut, deshalb haben (verfassungsmäßig) Frauen hier immernoch keine Gleichberechtigung). -- Naja, nur ein paar meiner Gedanken. Ideen gibt es genug.</span></span><br /></div><div style="margin-bottom: 0px; margin-left: 0px; margin-right: 0px; margin-top: 0px;"><span style=" ;font-family:sans-serif;font-size:small;"><span style="color:#990000;"><b><br /></b></span><b>In summary I think the current system is cumbersome, somewhat unfair, and not working very well at all. Time for a renovation of the political house(s)? -- But of course I know that will not happen for a long long time. Vielleicht ist es an der Zeit ein wenig Hausputz zu machen (im Oberhaus hauptsächlich). Natürlich weiß ich daß dies sehr sehr lange in der Zukunft liegt. This seems to be one of the perks of this high office. -- Well, personally I don't agree that the American president, or any other head of state, should have the power to pardon. To me this is a relict of the times of absolute monarchs and despots. Ich meine das ist ein Überbleibsel aus der Zeit der absoluten Könige und Despoten. In my mind, all these pardons were politically and morally wrong. Cronyism is what I call it. Für mich waren all diese Begnadigungen politisch motiviert, und moralisch falsch. Vetternwirtschaft und Bevorzugung, so nenn ich das. Alle genannten wurden von einem Präsidenten der eigenen Partei begnadigt.<br /></span><br /><br /><br />I was especially outraged by Senator Stephens from Alaska who publicly pronounced, <a href="http://politicalticker.blogs.cnn.com/2008/11/18/stevens-says-he-wont-seek-pardon-from-bush/">that he will NOT ask </a>the (now former) President Bush for a pardon. As though pardons were entitlements, something that one should expect when a higher up breaks the law which they have sworn to uphold. What a gaul to say this publicly.<br /><br /><span style="color: rgb(153, 0, 0);">Was mich hier in den Staaten besonders geärgert hat war der </span><a href="http://politicalticker.blogs.cnn.com/2008/11/18/stevens-says-he-wont-seek-pardon-from-bush/" style="color: rgb(153, 0, 0);">Senator von Alaska</a><span style="color: rgb(153, 0, 0);"> Stevens der (nachdem er wegen Korruption verurteilt war) öffentlich ausposaunt hat, daß er "keine" Begnadung von Bush beantragen will. Was für eine Unverfrohenheit, als of Begnadigungen etwas sind was einem zusteht wenn man ein hohes Amt (wie US Senator) inne hat. Und als Senator hat er doch geschworen die Gesetze der USA zu verteidigen.</span><br /><br />In the case of I. Lewis Libby, the former chief-of-staff of the Vice President, I fully expected that Bush would grant him a pardon because he is a chrony of Cheney. And I was really surprised that, other than commuting his sentence, he did not get a full pardon, and, as a convicted fellon, can no longer practice law. - Surprising was also that Bush made the decision not to pardon, after Cheney lobbied hard. It was reported that <a href="http://www.nytimes.com/2009/02/18/us/politics/18cheney.html?_r=1&hp">Dick Cheney was rather upset at Bush for not granting it</a>.<br /><br /><span style="color: rgb(153, 0, 0);">Im Falle von I. Lewis Libby, dem Stabschef des (ehemaligen) Vizepräsidenten Cheney, habe ich es fast erwartet daß er eine Begnadigung von Bush bekommt, war er doch ein enger Vertrauter und Kumpel von Cheney. Und ich war sehr überrascht daß, außer daß seine Haftstrafe in eine Geldstrafe umgewandelt wurde, er nicht völlig begnadigt wurde, und immernoch in den USA als Schwerverbrecher geführt wird, und nicht mehr als Rechtsanwalt arbeiten darf, besonders weil in der Zeitung berichtet wurde das </span><a href="http://www.nytimes.com/2009/02/18/us/politics/18cheney.html?_r=2&hp" style="color: rgb(153, 0, 0);">Cheney sauer auf Bush war</a><span style="color: rgb(153, 0, 0);"> weil er die volle Begnadigung verweigert hatte.</span><br /><br /><br />I was also pleasantly surprised that Bush didn't pardon CIA officers who might have been involved in possibly illegal interrogation (most call it torture) activities, or the phone companies that spied (on the request from the government) on people they might not be allowed to spy on under the law.<br /><br /><span style="color: rgb(153, 0, 0);">Ich war auch (angenehm) überrascht daß Bush den CIA Agenten keine Begnadigung ausgesprochen hat, die vielleicht mit illegalen Mittlen scharfe Verhörmethoden (und viele sagen Folter) anwendeten. I am reminded of the Nazi officers who were tried and convicted at Nuremberg. They also thought they were <a href="http://www.foxnews.com/story/0,2933,120528,00.html">following orders and the law</a>, yet that argument was soundly rejected by the allied court at that time. - I am not comparing the CIA agents with Nazi mass murderers, but I am pointing out that hiding behind the argument "I was following orders" does not wash.<br /><br /><span style="color: rgb(153, 0, 0);">Im Fall der CIA Leute (und auch der Wachen im Abu Ghraib Gefängnis in Iraq, und nach den schaften Worten vom ehemaligen Vizepräsidenten Cheney, der mehr oder weniger gesagt hat daß der Zweck die Mittel heilt, kommen bei mir Erinnerungen an die Nürnbergen Prozesse nach dem 2 Weltkrieg auf. Let the Supreme Court, with a majority, issue pardons. - Or give the president the power, if he/she thinks a person was ill served by the justice system, to request a new trial by peers. Rather than grant a pardon, give the accused another shot at a trial.<br /><br /><span style="color: rgb(153, 0, 0);">Wenn ein Land unbedingt Begnadigungen braucht, dann sollte vielleicht das Gerichtswesen diese aussprechen. Sollen doch die Verfassungsrichter, mit einer Mehrheit, Begnadigungen aussprechen. - Oder, vielleicht sollte man dem Präsidenten das Recht einräumen, wenn er (oder sie) meint das jemand durch die Justiz nicht richtig behandelt wurde, einen Prozeß neu verhandeln zu lassen. Anstatt zu begnadigen, gibt man so dem Beschudigten eine neue Chance sich zu rechtfertigen.</span><br /><br />As to clemency and commuting sentences, I think that should be limited also. Maybe the president should have the right to commute a death sentence to a lifelong prison term. But in my opinion, this right should be limited, let's say, a punishment should not be allowed to be reduced by more than 50% (or some other reasonable number). Commuting a prison sentence to a mere fine, like in the Libby case, should not be allowed though.<br /><br /><span style="color: rgb(153, 0, 0);">Zum Umwandeln einer Strafe, da finde ich daß das auch eingeschränkt werden solle. Vielleicht sollte ein Präsident das Recht haben ein Todesurteil in lebenslange Haft zu verwandeln. Aber meiner Meinung nach sollte diese Recht beschnitten werden. Vielleicht sollte ein Reduzierung auf nicht weniger als 50% (oder irgendeine andere vernünftige Nummer) begrenzt sein. Or take the prohibition of women driving a car in Saudi Arabia, or consider the case of the government regulating when a merchant has to close their shops (like on a Sunday in Germany), or when an adult can buy a drink at a liquor store (not on a Sunday in some US states). </span><br />

No government should make any laws that are guided by one religion or another. Why are there protest in Cologne, Germany (which has a population of over 100,000+ muslims out of a million people) when they want to build a mosque in their town? - It is hard to believe that a religion with more than 1 Billion followers in the word, has problems building a house of worship in a seemingly tolerant society like modern Germany. Papers claim the people there are afraid of Islamization. I am surprised, and very ashamed for my xenophobic countrymen. Especially in light of recent German history where a major religious group was prosecuted and almost entirely annihilated. </span> <span style="font-family: arial;"><br />

Wir, dir wir in Demokratien leben die gewisse "menschliche Grundrechte" haben, sollten sicherstellen daß unsere Gesetze nicht auch von den Religionen beeinflußt werden. - So, warum sollte ein jüdischer Schnappsladenbesitzer in den Staaten am Sonntag zumachen, oder ein christlicher in Haifa am Sabbat, oder irgendein Labeninhaber an irgendeinem religiösen Tag? - Warum hängen Kreuze in bayrischen Schulklassen wenn nicht alle Schüler christlich sind? Warum gibt es riesige Proteste in Deutschland in Köln (mit über 100.000 muslimischen Mitbürgern von einer Million Einwohnern) wenn die da eine Moschee bauen wollen? Ich finde es sehr schwer zu verstehen daß man einer Religion mit über einer Milliarde Gläubiger auf der Welt (also wirklich keine kleine Sekte) das Recht absprechen will ein Gotteshaus für ihre Mitglieder zu bauen. Ich bin überrascht, aber auch beschämt, daß meine Landsleute so viel Fremdenfeindlichkeit haben, besonders wenn man die jüngere deutsche Geschichte betrachtet wo schon einmal eine große Religionsgruppe verfolgt und fast gänzlich ausgerottet wurde.<br />

You may ask what this has to do with religious freedom? Well, in strict muslim interpretation any teaching of women is against their religious dogma. - Now comes the astounding part, this is not under the Taliban that this man had to fear for his life, rather it is in the current, liberated Afghanistan under Karzai, who is the president installed by the US and Western powers after the war to drive out the ultra-conservative Taliban regime.-- Is that the freedom Americans and others died for? Surely one should think that these extremes were done away with after the military conflict was over. BTW, the death sentence was finally (after much protest from the West) commuted to a 20 year prison term, still, that, if you ask me, is an extremely harsh penalty!<br />

Man könnte Fragen was das mit Religionsfreiheit zu tun hat? In der strikten muslimischen Auslegung dort, ist die Aus- und Weiterbildung von Frauen gegen das muslemische religiöse Dogma. - Und jetzt kommt der wirklich erstaunliche Teil, dies geschah nicht unter den Taliban, daß dieser Mann um sein Leben fürchten muß, nein dies geschah im heutigen, befreiten Afghanistan unter Karzai, dem Präsidenten der von den USA und den westlichen Alliierten dort installiert wurde. Nach dem Krieg der die ultrakonservativen Taliban vertreiben sollte. -- Ich frage mich ist das die Freiheit für die Amerikaner und andere westliche Soldaten dort gestorben sind? Übrigens wurde das Todesurteil später (nach heftigen Protesten aus dem Westen) in eine 20jährige Haftstrafe umgewandelt, was auch eine äußert strenge Strafe darstellt!</span><br />

But I do understand that American (and some British) banks were making mortgage loans to folks they knew wouldn't be able to repay the loans for their houses (that is, I believe, what is termed the "sub-prime housing crisis"). First they denied it, then they found other excuses, but after a long while they had to admit that for the past 10 years their machines were not counting accurately, and that they could lose votes. That was almost 8 years back, and the gentlemen (and women) computer technicians still haven't come up with a machine that is constructed to precisely and accurately reflect the will of the voters. Back then George Bush won Florida (and with it the nationwide election) by a <a href="http://query.nytimes.com/gst/fullpage.html?res=9507e0d8133bf936a25754c0a9679c8b63">mere 500 votes</a>. That is less than 1/2 of 1 percent. And even then the <a href="http://www.scoop.co.nz/stories/HL0310/S00211.htm">voting machines</a> by the aforementioned company were suspected of not working correctly.</b><br /><b><br /></b><br /><b><span style="color:red;">Erinnert Ihr Euch an Florida, und die runterhängenden Papierschnipsel der Lochkarten? The advantages of the computer are, of course, that they report results much quicker (which is good for the news media), but their drawback are that you don't know how accurate the vote is. Some states and precincts even dropped the requirement of a <a href="http://query.nytimes.com/gst/fullpage.html?res=940CE2DF1E3AF931A35751C1A9659C8B63">paper trail</a>, they believe that the internal count of the machine is sufficient.</b><br /><b><br /></b><br /><b><span style="color:red;">Viel wurde damals über die Unregelmäßigkeiten und die Unzuverläßlichkeit der Maschinen geschrieben. Hätte es einen anderen US Präsidenten gegeben, wären anstatt von Computern, die guten alten Papierwahlzettel genommen worden? Der Vorteil der Computer ist natürlichd daß sie die Wahlergebnisse viel früher melden können (und das ist gut für die Medien) , der Nachteil ist natürlich daß man nicht weiß ob die Ergebisse korrekt sind. Einige Staaten und Gemeinden schreiben sogar noch nicht einmal <a href="http://query.nytimes.com/gst/fullpage.html?res=940CE2DF1E3AF931A35751C1A9659C8B63">einen Papierausdruck</a> vor, die im Computer gespeicherten Werte werden einfach gutgläubig anerkannt.</span></b><br /><b><br /></b><br /><b>It was proven that it is rather easy to tamper with the voting machines. Here every election is entirely done as an absentee ballot. Each eligable voter receives their voting package in the mail. The system seems to work well, the voter participation in Oregon is usually slightly higher than in the rest of the US. - You can sent in your filled out ballot by mail (but you have to couch up the postage for that), or - if you want to save the stamp - you take it to special collection boxes (ours it in the parking lot of the local library). A great low-tech solution. Why do it complicated, when there are easy ways.<br /></b><br /><b><br /></b><br /><div style="color: red;"><b>Hier in Oregon hat man ein System was in den Staaten einzigartig ist. Hier wird ausschließlich mit Briefwahl gewählt. Jeder Wahlbereichtigte bekommt einen Wahlzettel nach Hause geschickt. Das System funktioniert gut, und die Wahlbeteiligung hier in Oregon ist sogar ein paar Prozent größer als in den restlichen U.S.A. - Man kann dann seinen ausgefüllten Wahlzettel entweder mit der Post (das Porto muß man leider berappen), oder aber (wenn man das Porto sparen will) wirft man es in spezielle Briefkästen (z.B. unserer ist auf dem Parkplatz der öffentlichen Bücherei). China behaupted das Tibet </span><span style="color: #cc0000; font-family: arial;">ein Stück territoriales China seit vielen Jahrhunderten it. - Naja, das ist </span><span style="color: #cc0000; font-family: arial;">aber auch wahr für die Teile Vorkriegsdeutschlands die durch den </span><span style="color: #cc0000; font-family: arial;">zweiten Weltkrieg durch deutsche Schuld verloren gingen. Diese </span><span style="color: #cc0000; font-family: arial;">ehemaligen Gebiete waren von deutschsprachigen Bewohnern für </span><span style="color: #cc0000; font-family: arial;">mindestens 400 Jahre besiedelt. Die jetzige deutsche Regierunge, und </span><span style="color: #cc0000; font-family: arial;">ich stimme dem voll zu, hat alle Ansprüche and diese ehemaligen </span><span style="color: #cc0000; font-family: arial;">Gebiete abgetreten. - Und überhaupt heute leben in diesen Gebieten </span><span style="color: #cc0000; font-family: arial;">kaum noch Deutsche; die Vertreibung oder die Flucht (von über 11 </span><span style="color: #cc0000; font-family: arial;">Millionen) nach dem Krieg hat dafür gesorgt.</span><br />

The current Germany, and I fully agree with this, </span><span style="color: black; font-family: arial;">denounced any claims on these territories due to what Germany did to </span><span style="color: black; font-family: arial;">those countries during the war. - Besides there are almost no Germans left</span><span style="color: black; font-family: arial;"> in these territories, they were either forcibly removed or </span><span style="color: black; font-family: arial;">fled voluntarily (more than 11 Millions of them) shortly after the war.<br />

Now 7 years later we pay more than 4 times that much (currently about $4.25 per gallon). - The other day I thought it would be very interesting to find out by how much the price of gas increased in Europe. Here are some <a href="http://www.bfs.admin.ch/bfs/portal/de/index/themen/05/02/blank/key/durchschnittspreise.htm">statistics from Switzerland</a> I found yesterday; over there the price "only" doubled rather than quadrupled. - So how come that percent-wise the increase in the U.S. was so much larger than in Europe? Interesting isnt' it?<br /><br /><span style="color: rgb(204, 0, 0);">Als wir uns im Jahr 2001 nach einem Haus in Oregon umsahen, habe ich einen Benzinpreis hier von 99¢ in Erinnerung. Heute, 7 Jahre später hat er sich vervierfacht (auf im Moment $4.25 per Gallone). - Neulich dachte ich mir es wäre doch mal sehr interessant herauszufinden um wieviel Prozente der Preis in Europa hochgegangen ist. Interessant nicht wahr?</span><br /><br />On the other hand, in Europe they have a number of taxes on their price of gas. A few weeks back (at the end of June 08) I did the following computations:<br /><br />1 gas in Germany ran €1.61 per liter<br />1 US-gallon = 3.79 liters, 3.79 x 1.61 = 6.1019<br />The dollar exchange rate was $1.57 = 1€<br />So the price for a gallon in Germany was: 6.10 x 1.57 = $9.57 per Gallon<br /><br /><span style="color: rgb(204, 0, 0);">Auf der anderen Seite sind auf dem Benzin in Europe mehrere ziemlich hohe Steuern draugeknallt.
